Bu \u00e7er\u00e7evede (\u00dcN\u0130PERSEN) 2026-2027 Toplu S\u00f6zle\u015fme taleplerini a\u00e7\u0131klad\u0131.<br \/>\n  \u00dcN\u0130PERSEN, Toplu S\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinde \u00dcniversite \u0130dari Personelinin unutulmamas\u0131 i\u00e7in harekete ge\u00e7ti. \u00dcN\u0130PERSEN, S\u00fcrecin yak\u0131n takip\u00e7isi olduklar\u0131n\u0131, ancak grev hakk\u0131n\u0131n bulunmad\u0131\u011f\u0131 ve t\u00fcm kesimlerin yeterince temsil edilmedi\u011fi bir toplu pazarl\u0131k masas\u0131nda, s\u00fcrecin olumlu bir \u015fekilde sonu\u00e7lanmas\u0131na dair beklentinin s\u0131n\u0131rl\u0131 oldu\u011funu belirterek ge\u00e7mi\u015f y\u0131llarda karar\u0131 al\u0131nan ve \u00e7\u00f6z\u00fclmeyen sorunlara dikkat \u00e7ekti. Konuya ili\u015fkin \u00dcN\u0130PERSEN taraf\u0131ndan yap\u0131lan a\u00e7\u0131klamada, &#8220;6. ve 7. D\u00f6nem Toplu S\u00f6zle\u015fme kararlar\u0131 aras\u0131na ald\u0131rd\u0131\u011f\u0131m\u0131z \u00dcniversite \u0130dari Personelinin Tayin-Nakil Hakk\u0131 halen puan usul\u00fcne dayal\u0131 bir sistemle \u00e7\u00f6z\u00fclememi\u015ftir. 3600 Ek G\u00f6sterge \u00e7\u00f6z\u00fclememi\u015f, YHS Sorunu \u00c7\u00f6z\u00fclememi\u015f, Memur ve Emekli Enflasyon d\u0131\u015f\u0131nda bir maa\u015f art\u0131\u015f\u0131 alamam\u0131\u015ft\u0131r. Bu \u015fartlarda bu masadan nas\u0131l beklenti i\u00e7erisinde olmal\u0131y\u0131z&#8221; denildi.<br \/>\n  A\u00e7\u0131klama \u015f\u00f6yle devam etti:<br \/>\n  &#8220;\u00dcN\u0130PERSEN taraf\u0131ndan \u00f6ncelikli sorunlar belirlenip, 8. Toplu S\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinde ele al\u0131nmas\u0131 gereken konular tespit edilerek, Cumhurba\u015fkanl\u0131\u011f\u0131 \u0130nsan Kaynaklar\u0131 Ofisi, Cumhurba\u015fkanl\u0131\u011f\u0131 Personel ve Prensipler Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131, Y\u00fcksek\u00f6\u011fretim Kurulu Ba\u015fkanl\u0131\u011f\u0131 ve t\u00fcm sendikalara iletildi\u011fi belirtildi. Sendikan\u0131n Talepleri; Genel Memur Sorunlar\u0131, \u00dcniversite \u0130dari Personelinin Sorunlar\u0131 ve Unvan Baz\u0131nda sorunlar olmak \u00fczere 3 ba\u015fl\u0131k alt\u0131nda ele al\u0131narak, makul ve kar\u015f\u0131lanabilir \u00f6nerilere dayanmaktad\u0131r. Gerekli ciddiyet ve kararl\u0131l\u0131k g\u00f6sterildi\u011finde, bu talepler kar\u015f\u0131lanabilecektir. \u00dcN\u0130PERSEN, kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n, \u00f6zellikle \u00dcniversite \u0130dari Personelinin haklar\u0131n\u0131n korunmas\u0131 ve ilerletilmesinin asli g\u00f6revleri oldu\u011funu vurgulayarak, bu u\u011furda de\u011fil ellerini, g\u00f6vdelerini de ta\u015f\u0131n alt\u0131na koymaya haz\u0131r olduklar\u0131n\u0131 ifade etmektedir. 8. D\u00f6nem Toplu Pazarl\u0131k s\u00fcrecinin t\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n beklentilerine cevap vermesi temennisiyle hay\u0131rlara vesile olmas\u0131n\u0131 diliyoruz.&#8221;<br \/>\n  \u00dcN\u0130PERSEN&#8217;in Toplu S\u00f6zle\u015fme taleplerini ise \u015f\u00f6yle s\u0131ralad\u0131;<br \/>\n  &#8220;1. \u00dcniversitelerde G\u00f6rev Yapmakta olan t\u00fcm idari personelinin (Memur, S\u00f6zle\u015fmeli Personel) Tayin Nakil Haklar\u0131 Kanayan yarad\u0131r. Bu Hak \u0130nsanl\u0131k ve Ya\u015fam Hakk\u0131d\u0131r. 6. Ve 7. D\u00f6nem Toplu S\u00f6zle\u015fmede karar alt\u0131na al\u0131n\u0131p \u00e7\u00f6z\u00fcme kavu\u015fturulmayan bu sorunun \u00c7\u00f6z\u00fcm\u00fc i\u00e7in Rekt\u00f6rlerin \u0130nisiyatifinde olmayan puan usul\u00fcne dayal\u0131 Y\u00f6netmeli\u011fin haz\u0131rlanarak y\u00fcr\u00fcrl\u00fc\u011fe konulmas\u0131,<br \/>\n  2. \u00dcniversitelerde g\u00f6rev yapmalar\u0131na ra\u011fmen bu kurumlarda verilen hi\u00e7bir \u00f6denek ve tazminattan faydalanamayan \u00dcniversite \u0130dari Personelinin Y\u00fcksek\u00f6\u011fretim Tazminat\u0131ndan faydalanmas\u0131n\u0131n sa\u011flanmas\u0131,<br \/>\n  3. 2547 say\u0131l\u0131 Kanunun 52\/a maddesinde yer alan y\u00f6netici kadrolar\u0131na atama i\u015flemlerinin iptal edilerek ilgili kadrolar\u0131n G\u00f6revde Y\u00fckselme S\u0131nav\u0131 ile atama yap\u0131lmas\u0131n\u0131n sa\u011flamas\u0131,<br \/>\n  4. G\u00f6revde Y\u00fckselme ve Unvan De\u011fi\u015fikli\u011fi S\u0131navlar\u0131n\u0131n merkezi ve d\u00fczenli periyotlarla yap\u0131lmas\u0131n\u0131n sa\u011flanmas\u0131,<br \/>\n  5. Geli\u015fmekte olan y\u00fcksek\u00f6\u011fretim kurumlar\u0131nda akademik personele \u00f6denen geli\u015ftirme \u00f6dene\u011finin idari personele de \u00f6denmesi i\u00e7in gerekli \u00e7al\u0131\u015fman\u0131n yap\u0131lmas\u0131<br \/>\n  6. \u00dcniversitelerde rekt\u00f6r ve dekanlar\u0131n belirlenmesinde se\u00e7im usul\u00fcne yeniden d\u00f6n\u00fclmelidir. Dekan ve rekt\u00f6rl\u00fck se\u00e7imlerinde t\u00fcm akademik ve idari personelin oy kullanabilmesi i\u00e7in gerekli yasal d\u00fczenlemeler yap\u0131lmas\u0131<br \/>\n  7. \u00dcniversite \u0130dari Personeli i\u00e7in s\u00fcrg\u00fcn maddesi olarak kullan\u0131lan 2547 say\u0131l\u0131 Kanunun 13-b\/4 maddesinin revize edilmesi veya tamamen kald\u0131r\u0131lmas\u0131,<br \/>\n  8. Kre\u015f ve g\u00fcnd\u00fcz bak\u0131m evlerini, kurumlarda yeterli ve zorunlu hale getirecek yasal d\u00fczenlemeler yap\u0131lmas\u0131 ve kurumlar i\u00e7inde \u00f6zel sekt\u00f6re veya MEB&#8217;e i\u015fletilmek i\u00e7in devredilen kre\u015f ve g\u00fcnd\u00fcz bak\u0131m evleri y\u00fcksek\u00f6\u011fretim kurumlar\u0131 taraf\u0131ndan i\u015fletilmesi,<br \/>\n  9. \u00dcniversitelerde g\u00f6rev yapan idari personelin liyakat ve hizmet esas\u0131na ba\u011fl\u0131 \u015fekilde kurum i\u00e7erisinde g\u00f6revde y\u00fckselmelerinin ve farkl\u0131 unvanlara ge\u00e7i\u015finin \u00f6n\u00fcn\u00fcn a\u00e7\u0131lmas\u0131 i\u00e7in g\u00f6revde y\u00fckselme ve unvan de\u011fi\u015fikli\u011fi s\u0131navlar\u0131n\u0131n bir merkezde belirli periyotlarla en fazla 2 y\u0131lda bir yap\u0131lmas\u0131, &#8216;Uzman Yard\u0131mc\u0131l\u0131\u011f\u0131&#8217; ve &#8216;Uzmanl\u0131k&#8217; kadrolar\u0131n\u0131n Bakanl\u0131klarda oldu\u011fu gibi \u00dcniversitelere de tahsisi sa\u011flanarak \u0130dari Uzmanl\u0131klar\u0131n \u00f6n\u00fc a\u00e7\u0131lmas\u0131,<br \/>\n  10. \u00dcniversite Lojmanlar\u0131nda Akademik \u0130dari ayr\u0131m\u0131n\u0131n kald\u0131r\u0131larak tahsislerin e\u015fit \u015fekilde yap\u0131lmas\u0131,<br \/>\n  11. En d\u00fc\u015f\u00fck Devlet memuru \u00fccret ve tazminatlar\u0131n\u0131n toplam\u0131n\u0131n &#8216;Yoksulluk S\u0131n\u0131r\u0131n\u0131n&#8217; \u00fczerinde belirlenmesi ve standartla\u015ft\u0131r\u0131lmas\u0131 ve enflasyonun maa\u015flara ayl\u0131k olarak yans\u0131t\u0131larak Gelir vergisinin y\u00fczde 15&#8217;e sabitlenmesi,<br \/>\n  12. Yard\u0131mc\u0131 Hizmetler S\u0131n\u0131f\u0131n\u0131n kald\u0131r\u0131lmas\u0131 ve bu kadroda g\u00f6rev yapan t\u00fcm devlet memurlar\u0131n\u0131n e\u011fitim durumlar\u0131na uygun kadrolara atanmas\u0131,<br \/>\n  13. 5510 Say\u0131l\u0131 Kanuna tabi memurlar\u0131n 5434 Say\u0131l\u0131 Kanuna tabi memurlarla e\u015fit hale getirilmesi,<br \/>\n  14.  Dereceye gelen t\u00fcm devlet memurlar\u0131na 3600 Ek g\u00f6sterge verilmesi,<br \/>\n  15. Banka Maa\u015f Promosyonu Genelgesinin g\u00fcncellenmesi,<br \/>\n  16. T\u00fcm memurlar i\u00e7in disiplin aff\u0131 \u00e7\u0131kart\u0131lmas\u0131,<br \/>\n  17. Kamuya giri\u015fte ve Kamuda y\u00fckselmede m\u00fclakatlar\u0131n kald\u0131r\u0131lmas\u0131,<br \/>\n  18. \u00d6zel Hizmet Tazminat oranlar\u0131n\u0131n t\u00fcm personelin unvanlarda g\u00f6z \u00f6n\u00fcne al\u0131narak en d\u00fc\u015f\u00fck unvana +50 en y\u00fcksek unvana +30 puan verilmesi,<br \/>\n  19. \u0130\u015f\u00e7i ve emeklilerimize \u00f6denen &#8216;ikramiye&#8217; kapsam\u0131n\u0131n devlet memurlar\u0131n\u0131 da kapsayacak \u015fekilde yeniden d\u00fczenlenmesi,<br \/>\n  20. Lojman tahsisi yap\u0131lamayan devlet memurlar\u0131na kira yard\u0131m\u0131n\u0131n yap\u0131lmas\u0131,<br \/>\n  21. T\u00fcm kamu kurum ve kurulu\u015flarda g\u00f6rev yapan kamu \u00e7al\u0131\u015fanlar\u0131na g\u00fcncel tutarlar g\u00f6z \u00f6n\u00fcnde bulundurularak ayl\u0131k yiyecek yard\u0131m\u0131n\u0131n nakdi olarak \u00f6denebilmesi,<br \/>\n  22. Teknik hizmetler s\u0131n\u0131f\u0131 personellerinin b\u00fcy\u00fck proje ve arazi tazminatlar\u0131n\u0131n art\u0131r\u0131lmas\u0131,<br \/>\n  34. 657 say\u0131l\u0131 Kanunun 4\/b maddesi kapsam\u0131nda g\u00f6rev yapmakta olan S\u00f6zle\u015fmeli Teknik Personelin Arazi Tazminat\u0131 alabilmesi i\u00e7in d\u00fczenleme yap\u0131lmas\u0131,<br \/>\n  35. \u00dcniversitelerde \u00e7al\u0131\u015fan mali hizmetler uzmanlar\u0131 ile Y\u00d6K mali hizmetler uzmanlar\u0131n\u0131n \u00f6zl\u00fck haklar\u0131n\u0131n di\u011fer bakanl\u0131k uzmanlar\u0131 ile e\u015fitlenmesi,<br \/>\n  36. \u015eof\u00f6rlere g\u00f6revleri gere\u011fi olu\u015fmakta olan trafik cezalar\u0131 ve kazalara ili\u015fkin mali sorumluluklar a\u00e7\u0131s\u0131ndan olu\u015fabilecek ma\u011fduriyetlerin kurumlarca mali sorumluluk sigortas\u0131 yap\u0131larak ve yasal d\u00fczenlemeler ile g\u00fcvence alt\u0131na al\u0131nmas\u0131, ayr\u0131ca risk tazminat\u0131 verilmesi,<br \/>\n  37. T\u00fcm kamu kurum ve kurulu\u015flar\u0131nda g\u00f6rev yapmakta olan Koruma ve G\u00fcvenlik G\u00f6revlisi \u00fcniformalar\u0131nda &#8216;\u00d6zel G\u00fcvenlik&#8217; ibaresi yer almaktad\u0131r. Bu durum neticesinde de kamu kurum ve kurulu\u015flar\u0131nda g\u00f6rev yapan kamu \u00e7al\u0131\u015fan\u0131 stat\u00fcs\u00fcndeki koruma ve g\u00fcvenlik memurlar\u0131 ile kamu kurum ve kurulu\u015flar\u0131 d\u0131\u015f\u0131nda \u00f6zel g\u00fcvenlik \u015firketlerine ba\u011fl\u0131 olarak g\u00f6rev alan \u00f6zel g\u00fcvenlik g\u00f6revlilerinin benzeri g\u00f6r\u00fcn\u00fcmdeki k\u0131yafetler ile g\u00f6rev yapmalar\u0131; kamu kurum ve kurulu\u015flar\u0131nda g\u00f6rev yapan koruma ve g\u00fcvenlik g\u00f6revlilerinin, kamu g\u00f6revlisi oldu\u011fu hususunun alg\u0131lanmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7mektedir. Bu nedenle T\u00fcm Kamu Kurum ve Kurulu\u015flar\u0131nda g\u00f6rev yapmakta olan Koruma ve G\u00fcvenlik G\u00f6revlisi \u00fcniformas\u0131n\u0131n &#8216;\u00d6zel G\u00fcvenlik&#8217; ibaresi yerine &#8216;Koruma ve G\u00fcvenlik&#8217; ibaresi olarak g\u00fcncellenmesi,<br \/>\n  38. Koruma ve G\u00fcvenlik G\u00f6revlilerinin 5 y\u0131lda bir alm\u0131\u015f olduklar\u0131 e\u011fitim masraflar\u0131n\u0131n ya kurumlar taraf\u0131ndan kar\u015f\u0131lanmas\u0131 ya da e\u011fitim ve kart yenileme zorunlulu\u011funun kald\u0131r\u0131lmas\u0131<br \/>\n  \u00c7o\u011funlukla vardiyal\u0131 \u00e7al\u0131\u015fan Koruma ve G\u00fcvenlik G\u00f6revlilerinin Vardiyal\u0131 \u00e7al\u0131\u015fmalar\u0131na ili\u015fkin usul ve esaslara y\u00f6nelik \u00e7al\u0131\u015fma yap\u0131lmas\u0131, yol, yemek ve fazla mesai \u00fccretlerinin ayn\u0131 i\u015fi yapan i\u015f\u00e7iler ile e\u015fde\u011fer \u015fekilde d\u00fczenlenmesi.<br \/>\n  Resmi tatillere denk gelen vardiyalar\u0131n fazla mesai dahiline al\u0131nmas\u0131.<br \/>\n  39. T\u00fcm kamu kurum ve kurulu\u015flar\u0131nda g\u00f6rev yapmakta olan k\u00fct\u00fcphaneci, folklor ara\u015ft\u0131rmac\u0131s\u0131, m\u00fcze ara\u015ft\u0131rmac\u0131s\u0131, ar\u015fivci, kitap patologu ve sosyolog unvanlar\u0131nda g\u00f6rev yapan personelin 657 say\u0131l\u0131 Devlet Memurlar\u0131 Kanununun 36\/A4 \u00fcnc\u00fc maddesi kapsam\u0131na dahil edilmesi,<br \/>\n  40. K\u00fct\u00fcphaneci, folklor ara\u015ft\u0131rmac\u0131s\u0131, m\u00fcze ara\u015ft\u0131rmac\u0131s\u0131, ar\u015fivci ve kitap patolo\u011fu kadrolar\u0131nda bulunanlar\u0131n zam ve tazminat oranlar\u0131n\u0131n di\u011fer teknik personel ile e\u015fit hale getirilmesi i\u00e7in teknik hizmetler s\u0131n\u0131f\u0131n\u0131n (d) bendinde yer alan unvanlar\u0131n\u0131n (a) bendine y\u00fckseltilmesi,<br \/>\n  41. T\u00fcm kamu kurum ve kurulu\u015flarda meslek\u00ee faaliyeti temsilden ibaret olan kamu avukatlar\u0131na makam, g\u00f6rev (adalet) ve temsil tazminat\u0131 verilmesi,<br \/>\n  42. Avukatl\u0131k Kanunu uyar\u0131nca kamu avukatlar\u0131n\u0131n tahsil ettikleri ve haklar\u0131 olan vek\u00e2let \u00fccretinin \u00fcst s\u0131n\u0131r\u0131n\u0131n her y\u0131l g\u00fcncellenen Avukatl\u0131k Asgari \u00fccret tarifesi ile belirlenmesi,<br \/>\n  43. Kamu Avukatlar\u0131n\u0131n E\u011fitim ve mesleki \u00e7al\u0131\u015fma alan\u0131 itibariyle; 657 Say\u0131l\u0131 Devlet Memurlar\u0131 Kanunun 36\/A-11.
